GOOD: Get smarter about CAFE Let's face it -- CAFE has been a flop. Since the corporate average fuel economy standards were imposed on the U.S. auto industry as an oil-conservation measure in 1975, U.S. oil consumption and imports have done nothing but grow. Even the onset of $3-plus gasoline has done little to slake America's thirst for oil. And every stride the auto industry takes to improve mileage seems to be taken by the driving public as permission to drive more, drive bigger and own more vehicles.
